It's one of those taxes that'll fall short of the intended outcome anyway. People in cities who don't need to invest in infrastructure are also the ones who have access to good mobile reception currently, so will likely abandon the fixed line and go entirely mobile, thus cutting out even more income for the rural areas.
The whole thing is more a desperate attempt from the govt to avoid admitting they created this two-tier internet system in the first place by allowing 'competition', but also allowing said competitors to only pick and choose the profitable city areas and leave BT with everywhere else. Indeed this whole report seems full of a lot of desperate measures to try and fix things they screwed up in the first place (like public service broadcasting), but like most desperate measures, it's not likely most of them will work. =:P
Yeah I read about it on cnn.com this morning and I completely agree with you. Just taxing because they can... hopefully they'll keep there deal and end the tax after 5yrs (or what ever they said).
No they made no promises the tax will end, just that the upgrades will be completed by then. Whats the point in upgrading a system that will be getting phased out by the time the upgrades are complete -.-
